I think these printed tarps were actually intended to hang off scaffolding during restoration of historic buildings. It is less of an eyesore than the blue or green nets they use to keep falling objects from hitting people walking by, like in this pic: http://www.journalofcommerce.com/images/archivesid/43586/160a.jpg
But using them to hide a dilapidated building in stead of a proper restoration is just stupid.
